Mauler power drains now appropriate damage and power except that it is not capping at mob level

I made sure the spells and style effects both were set to PowerDrain for spell type as the style one didn't work at all.  I thought that handler was based off of the necro pet handler which I thought had a level check so not sure why this isn't working.



It's not a major issue on the style effects as they only do 30ish damage anyway so power return is 16ish at most anyway but the power drain spell really should have that cap.
