There is nothing built in to the source that allows this, however you should be able to easily add something like this which could be enabled/disabled via a custom server prop.

I suggest a Buggane like, which is actually on live. This is a buff that increases RPs proportionnally. You can link it to a SP, yes, or to a spell property

Without coding skills it will be pretty hard to even pin-point the area of code to modify or expand Realm Rewards mechanisms...

DOL Server is far from being customizable entirely from data / config resources !

Maybe you could achieve something using DataQuest, I don't know if they can rely on PvP objectives but something like a quest only available to "Newbies" rewarding some bonus RPs/BPs for a given number of PvP fights would be pretty similar than a RP Rate Bonus Buff...
