[Commited] Spell Conc Reduction on weapons

Hi,

On live, when you cast a spell (don't know if that's only on offensif spell) on a target, your weapon have a % of chance to loose conc.

Would this be staffs only though for spells? I don't think other classes really should get wear on their weapon but not sure what way mythic implemented it.

Perhaps for damages yes, idk.
