[committed] Mount Speed and PvE Speed SP's

Hey, this is a patch which adds four new ServerProperties.

Enable PvE speed, Enable Encumberance Speed Loss, Mount under Level 35 speed and Mount over Level 35 speed :)

Edit: Added a new SP for Encumberance speed loss..
