[committed] Reload spells & spell lines.

Afternoon I added this functionality to Faith about a month ago, and we have had no problems with it at all.

With this patch, you can make any change you like to linexspell or spell (add,edit or remove a spell) and then do /reload spells and the spells will be reloaded straight away, you need to change zone/relog to update your spell list though, but the spell will be changed straight away!

Why not. You have to use reload to do it, and the worst thing that can happen is a server crash. Only issue I can see, maybe is IF it wipes out any spells added via scripts. Solution is not to use it.

yes, commit, this can't harm seriously because the perimeter of use is strictly defined.
