[Fix] Several DB Fixes related to Crafting

The following is already live since i used live-db access:

implemented:

all metalworking recipes of level "bone" (hibernia)
all recipes for steeple hats (all realms) - issue 15101

fixed:

prices for all stripe-using metalworking recipes (hibernia)
recipe: Elixir of Instant Power (midgard)
recipe: Stable shard fine alloy tincure (albion) - issue 16547
recipe: Elixer of Might (all realms) - issue 16544
several messed alchemy pot-recipes (all realms)

these changes will effect the world of storm after next reboot:

fixed:

haste-proc should no longer stack with haste-buff
haste-pot should no longer stack with haste-buff
pet-haste buffs should no longer stack with haste-buffs

celerity still stacks with haste of course
if someone has info about friar's and savages abilities plz tell me. I think that they are supposed to be a kind of celerity but i am not sure and so i changed nothing for those
