[SVN:r3251] Post 1.108 Realm-Abilities

I've seen in DOL core there is some code to switch from old 5-Tiers Passives RA's to the new 9-Tiers Passives RA's as of version 1.108 of DAoC...

First : this is bugged, I propose a patch. (this switch doesn't raise MaxLevel of the RA...)

Second : there isn't a switch for new 5-Tiers Active RA's (Old 3-Tiers Active) like Purge etc...

I began to update my code using a server Properties like the USE_NEW_PASSIVES_RAS_SCALING with a USE_NEW_ACTIVES_RAS_SCALING

But Active RA's don't scale that easily ! Most of them need a rewrite, so I began a Proof of Concept with Purge...

I'm going to update all of them, I need new RA's for my shard, that doesn't mind me to make an IF switch on every reuse time or execute method, would this kind of update be able to go to SVN ?

Revision 3251 : All Realm Abilities with 5-Tiers post 1.108 system have been updated to use the new Serverproperty switch to behave like old RA or new RA.
