They won't help, but I don't believe it was an active change against dol, I think the studio are in denial and refuse to entertain any thoughts about the project. The change was most likely an attempt to make the game more secure and protect against hacks.

Sure, they won't invest furthermore for DAoC, and DOL is not something they consider or take ideas - exactly because this game is not under active development.

Imho packet structure is somehow shared among various Mythic MMO and any hardening worth to be spread to other projects.
