(Live) Patch #629 - Artifact fixes

Changes from Tolakram:

- Fixed the required quest level for Orion's Belt and Gem of Lost Memories. Players level 30 and above should not be able to get artifact credit.

- Vampiirs can now obtain Orion's Belt
