Alright now for an explanation of what you are seeing. In D2 you have an account vault (and houses), which means transfers between your characters have never been easier. Thus, the goal behind this template is to have one set of jewelry that you can switch between all of your alts. This is beneficial for other reasons, such as freeing you to customize the look of your toons with armor/weapons that may not have the best (or any) stats, but that look good, or have a great speed etc. For added customization, you can switch the stats on the cloak and mythrian, and add the +skills as needed for each class, allowing you to have a different cloak on each toon.
You will notice that every item is reduced by 60 levels, this is because the highest level items max out at level 61, this will allow you to put this template on a level 1 toon. Another thing to look out for when building your template is to use jewelry from normal mode only, otherwise there is absolutely no point in level reduction as normal mode lowbies will not be able to use it.
Given the future potential for added bonuses (or access to spell echo/mana shield etc.) you will notice that the Mythrian is left with five slots available. In addition to these available slots, if more than five extra stats are added to the game, you have eight different slots dedicated to power/heal potions that are used much less often and can be replaced if extra room is needed.
The best way to find items with natural high number of slots would be to farm ancients, they drop many 8-10 slot jewelry, which if you care enough to try for can be used to have a full template on jewelry with the same name. I am currently working on a full set that will all be Chaos X(Necklace, Belt, Ring etc.). You are going to need to add one or two slots to most things, which will require 900 in metalworking. This is a cheap investment of money, level up making jewelry boxes/hinges etc. that will sell for roughly 95% (this is salvaging and can also be used to make money with 1300 metalworking). The actual +Socket Items (Drills) cost 1p 200g.
