"Reduces Spell Power Cost By %" cap?

I equip the item with "Reduces Spell Power Cost By %" and i can't see the bonus in /bonuses, what is the cap?

There is no cap displayed, it just shows a numeric value without a %; Safe to say the cap not above 100%

I think the text is "Reduces power cost of spells by #"
