Shock and Awe button?

I feel a little sheepish posting this, but how do I use Shock and Awe? I trained it to level 3 on my minstrel, but I do not have a button in abilities or anywhere else. I searched the forums and found a lot of praise and discussion for the ability, but nothing about how to use it. Am I missing something?

Find the ability icons in your ability or spell list and drag it to a quickbar to use.
